They partnered with private enterprise instead of seizing its assets. The word "fascist" comes from the "fascine" symbol of ancient Rome: Weak sticks bound together, which become unbreakable.

  2.  @warpspeednow  Individual sticks are easily broken. Bundle them into a tight pack, bind them together and they are unbreakable. "Fascines" are bundles of sticks, as used when tanks need to cross trenches.
