Djibouti does what it always does with or without the approval of the AU. The statements from that organisation (AU) although nice doesn't hold sway with either Djibouti or China, they don't need it's approval to do anything really.
That said, it means absolutely nothing what kind of fictitious boundaries or restrictions the AU wants either Djibouti or China to observe, both those countries can do what they like even if the AU doesn't.
Even if the AU would like to apply pressure on either Djibouti or China it will never pass the UN because China has veto rights and can cover itself and Djibouti with it, not to mention Russia whom also has veto rights in the UN will always vote in favour of China, making that route impotent aswell.
Then there's the fact that most AU member states depend on Chinese investment in their economy, infrastructure and for their trade, not to mention access to their technology and market, nice report but the AU statements were funny,....i'm actually quite baffled that they think, they've got any power at all, especially in regards to China.
