Wel, it wasn't so much an agreement between China and the UK as it was a British/Western demand at the very end encouraged by the USA to include that part of geopolitical shenanigans or be difficult if the then not fully secure China wasn't going to agree with that late/last minute attachment.
It was very unsporting of the Brits after literally stealing the territory from a then still weak and demoralised China to include that demand some hundreds of years later so they could get their own lost territory back,....let's be honest here.
Sure, the Hong Kong Chinese population was now used to British rule and adapted their law's and form of Democracy, but it was always going to change, on Hawaii and Porto Rico since the US took it, alot has changed and not all for the better, but it is their current reality.
So too is that China is way more powerful economically and militarily since the return of Hong Kong to the People's Republic of China and now able to set it's own terms, this is fully natural and the US practices this itself habitually in a whole plethora of cases, so no shocker here in that regard, no moral high ground is held by either.
The reality is,....might makes right, and people with the naïve notion that Hong Kong is now or will ever be independent are quite frankly delusional, it's just the reality, you don't have to like it, but there you go.
