It's very similar in Japan,...the "language rapist"⬅great new word btw, are habitually buzzing around every especially English speaking White foreigners. The other category of Japanese social outcast that hang around again, White foreigners and mostly English speaking one's, are legion aswell. (especially in the big cities, Tokyo,...etc.)
In the South of Japan people are just like the Southern Chinese more shallow in their personal relationships with one another, it's really about "what can this perticular person do for me" then something approaching anywhere near a real friendship, but it has a slightly different background story.
The only difference is,...it's the North Japanese that have a more business ancertory identity, they are however more interested in a personal connection with friends including foreign one's, that are not necessarily White or English speakers.
It's because the business man/woman used to be down in cast in Japanese society, they were regarded at the same level as prostitutes and just barely above beggars and vagabonds and not allowed to buildup their wealth or display it to mutch if they did manage to accumulate it.
So especially in the Kansei area (and everywhere they speak the Osaka Ben and Kansei Ben dialect's) these people spend their money on socialising, eating, drinking, shared hobbies, etc.
It's that background, that i believe, made them more sociable and able to build real personal close friendships in the Northern parts of Japan.
Interesting to hear how this is almost the same in China.
