They already have a problem doing that now. The fact that Russian military aircraft are either just as good and in some cases better for a 3rd of the price doesn't help that situation, neither does it help that Russia has very good radar and anti air capabilities (some mobile) in some cases far beyond US capabilities.
They aren't sitting down either, the PAK-FA and possible MIG-41 are an even bigger problem in future, those to are 3rd of the price vs any US system, so having a Military budget that's much larger then that of Russia isn't saying much, because everything the US buys is way more expensive (not better), the salaries are higher too, so are the maintenance cost, etc.
Then come's China,....their capabilities are increasing by the day, including air and anti air capabilities. China build those systems to a quality very close to that of both Russia and the USA but for a tenth of the cost the US does.
I don't see the US having an total and uncontested air superiority right now, that together with the current trend of cost and tech, it will definitely lose its supposed edge in a decade.
