I don't think the Russian censorship of the Internet is automatically bad news for Russian tech innovation, look at China. To me, it's not necessarily a bad thing that a country wishes to control it's Internet to a certain extent, it's to do with sovereignty and Google, Facebook, Twitter, etc might pretend to be an purely commercial enterprise but it's basically giving your sovereignty to the US if you don't put checks and balances on it if you're to remain a sovereign nation.
Sure there are many con's an autocratic Government can exploit, but the US isn't a Democracy, it's a pure Cleptocracy ruled by Nepotism and if you look at the imprisoned amount of people not to mention the wars they wage without a UN mandate it's Draconian too.
I for one am not comfortable with the fact that by proxy (Google, Twitter, etc) that Government is in control of the Internet either.
Maybe it's better if we all have our own Internet, because although you might blindly trust "the current gatekeeper" many world citizens don't for good reasons, a plethora of them actually.
