Now we are surprised that these countries don't have governments that serve their citizens well? Especially when our own government only serves our wealthy citizens well. We have work to do, but asylum seekers are not to blame.

  5. I think she was saying that her agency, UNICEF, is not the agency that makes that official declaration. Just like w.h.o. is the only agency authorized to make a designation of "pandemic". She's just trying to be accurate and not overstep someone's else's responsibility.
