  2. The question is, though, what constitutes market incentives? Or, put another way, do you not speed on the highway because of the speed sign, police officer, or because you've made a "fully rational" assessment of the danger of speeding? I'm more keen on believing that 'old news' knew the dangers of speeding. They didn't need speed signs and police officers.
