  1. Bremner is correct about the peace dividend. We blew that in the 1990s. There was no aid package like Marshal to rebuild the former USSR. The EU did a lot to help Eastern Europe after 2000. But before then the EU was concerned with itself. NGOs do not assist a country. Everything that the West did after 1992 caused paranoia in Russia. We will need to apologise and regain their trust. Everything we are doing now is making it worse. Ukraine will need to be structured like a loose Federation like Spain. It will need to be neutral. Russia itself needs to demilitarise. The military is costing the Russian people. The involvement of the FSB in politics is increasing the level of paranoia. Washington being involved in internal politics in other countries is confrontational. We can do better.

This war needs to end immediately.
