There was no institutional oversight of this arrangement. None whatsoever. It was disaster in terms of institutional accountability. A country operating in the 19th century along 14th century lines....And when there was a funding shortfall, the Hungarian aristocracy donated as they pleased, even if they cared about it. A bit like the way the Italians would like to have the EU operate......
