  3. The Hungarians were given an opt of paying tax to Vienna in the early 1700s. However the Hungarian aristocracy had the right to tax the Hungarian peasantry as they wished. There was no institutional oversight of this arrangement. None whatsoever. It was disaster in terms of institutional accountability. A country operating in the 19th century along 14th century lines....And when there was a funding shortfall, the Hungarian aristocracy donated as they pleased, even if they cared about it. A bit like the way the Italians would like to have the EU operate......
