  1. Correction. The CIA and US military have been equipping very nasty elements in the Ukraine for a decade. They supported an illegal coup d'etat, which resulted in a centralization of the police and army command to suit the needs of the coup. The US has no interest in diplomacy. The Russians have asked for discussions. The US will take part while continually running a parallel track of support for a military pro fascist leaning regime that controls the levers of power from Kiev.
