It sounds like they have something to hide. One law for your rulers another for you. When you enter a shop or a bank there are cameras everywhere to keep you in check. To make sure that you will not break any laws. But when your rulers are looking after themselves, breaking their laws, and behaving like rogues....They will NOT be monitored.
