  1. Interesting topic but I don't believe anyone actually uses the 85th percentile to set speed limits. If they did, speed limits would likely be much higher than they presently are. I live in a rural area in Texas and between the nearest town and the next town over the speed limit changes several times and these limits are set for a plethora of reasons but mostly set by public officials who care more about the optics of looking busy while at work than they do about the safety of their roads.
