  1. The best way cops help people is why they use officer discretion and not haul them away and lock them in a cage - these officers failed.

  2.  @Irishdynamite  nah, probation is hardly freedom. In the US we have the worlds largest prison population but we are only 5% of the worlds population and we call ourselves the land of the free. China a country with 4x our population has less of their citizens locked in cages. This system we have of criminalizing as many things as possible and putting as many of our own people in cages is just not working.

  4.  @Irishdynamite  there is technically no officer discretion for anything but they do it when it suits them.

  5.  @Irishdynamite  I don't believe there is any laws or legislation that give an LEO the option NOT to enforce the law.
