  14.  K B  first, its easier to throw out ideas in hindsight but you have to remember that very little was known about this virus in the beginning. The tents, the boats, the converted public spaces were all things that came AFTER the initial spike and no one at the time knew how long a person is infectious. Also you have to consider that these elderly people living in assisted care facilities have Rights just the same as everyone else. These facilities are their homes and denying them the right to return home after being discharged from the hospital poses lots of other moral and legal dilemmas that have to be worked through. On top of that assisted living care is different then being in a hospital - it requires different training and different certifications. One cannot simply pitch up a tent in a parking garage and say "ok this is now your new assisted living facility" it's just not that simple... Can you imagine the backlash Cuomo would have gotten if he basically set up FEMA camps to deal with these old people denying them their Rights and forcing them to live in substandard tent facilities? Cmon..
