besides being a felon in possession of a gun himself there is technically nothing he did wrong selling that guy a gun. In Texas you can sell guns to people through private sales and there is nothing anyone can do about it. The law only stipulates that you cannot knowingly sell to someone who is prohibited from owning a firearm - emphasis on knowingly so it's an almost impossible case to prosecute because the government would have to prove you had prior knowledge that the buyer was prohibited from purchasing a firearm.
