@Varriks no they arent. Bro I know my country and surrounding countries (Europe).
Germany is an exception, as are Iberian countries, and some other european countries.
But a big chunk of countries do not follow thus trend; Serbia, Slovenia, Croatia, Montenegro, Czechia, Slovakia, Poland, Belarus, Italy (trust me I went to an italian minority school, tho im not of italian descent, they dont say e.g. "stato di Molise" ever lol, rather country and state are both indicated by the word "stato" ) and so onnnn.
The first few I know for a fact dont even have different words for state and country (in croatian USA as a country is a "država", and us states are "savezne države". I speak several languages well enough to know for a fact that they are not states, but other kinds of divisions, mostly with no to very little authority.
so whats your point with presenting exceptions?
my point stands EDIT you wrote every country is made up of states, which is obviously and demonstrably false
