Good luck getting the real estate developers in that state to stop putting lawns in the Moab.

They are expensive because electricity is expensive. I think California, new Mexico, and Nevada all have different desalination. But they would never meet the demand needed for drinking water.

I remember the last time I went through New Mexico they were growing cotton along the rio grande. Cotton. In the got dang desert. Which they only grew because of guaranteed federal insurance for cotton production (meant to subsidize those swamp monsters in the South. But I guess the south west wanted a piece of free federal money). U.S water use is absolute madness in service to the profit whims of agricultural landowners.
