Districts that are created by very deliberately segregating housing along racial lines. Your country is more racially segregated today than it was 50 years ago. You think that pipe has gotten less busy? Cause spoiler. It hasn't. Fewer people are living close to the town and commute in for work. But at least it's more new jobs!
