  8. In the U.S it's because they deliberately ensure that 0% unemployment never happens. The surplus army of labor is always kept in. So they can say unemployment is at 2% while the actual unemployment rate for the population can be over 15%.

  13. The push for more people in IT work was to flood the market with those workers. So those non unionized workers could have their pay and benefits ripped away without bosses having to worry about finding a replacement.
