  46. You seem to be ignoring power in your equation. Landlords are incentivised to restrict housing development because that help maximize profits for them. The state can build all the cheap rent controlled housing it wants and guarantee a rate for rent(why pay a landlord $2000 per month when state housing is just as a good for only $700?) That's power the state has regardless of "property rights".
