There are already enough vacant homes for every homeless person. Supply is not the issue. Who Controls housing(private sector) and to what end(private profits).

The cold war made them and capitalist speculation maintains them. Only 1/3 Americans actually own a home. Everyone else is paying perpetual debt to have shelter. So they aren't average.
