  1. Efficiency is a worthless measurement in a Capitalist framework of profit generation. The rail to the Gobi desert will never make profit and was never designed to make a profit. It exists to connect eastern China with the Tibetan plateau and the populace that lives out there. Which strengthens Chinese hegemony in that region.
