  2.  @MiloTheFirst1  You can't "secretly" refine uranium or test weapons(it requires tons of massive supercomputers not literally setting bombs off which would be instantly and internationally detected). The Operating costs are still well beyond even the richest people to attempt. Nuclear weapons require states. Businesses cannot and never have been able to build nuclear weapons. As close as they have ever gotten is managing some weapons for a state but that isn't even in the same galaxy as actually controlling nuclear weapons.
