The military and civilian leadership should have realized classic counterinsurgency practice could not work with the forces available in Afghanistan. Traditionally the ratio required is 1 counterinsurgent to every 25 members of the population. If the population of Afghanistan in 2002 was 25,000,000 thats a 1,000,000 soldiers. And of course, you have to rotate those individuals and units--so on a 1:2 rotation schedule thats 3,000,000 soldiers. The entire active Army during the period never exceeded 580,000 soldiers, and of course they were needed for other commitments. Further the United States had neither the time or patience to commit to such an effort. So it was a doomed enterprise from the start.
