No, light does not travel through fibre at "the speed of light." The speed of light through a transparent medium is equal to c divided by the refractive index of that material, e.g. roughly 1.5 for glass. Thus, though an optical cable it's substantially slower than c, the roughly 299,000 km/sec of light through a vacuum.
