In the 1970's, Japan's illicit drug of choice was "sinnarz," paint thinner. Anybody could buy a litre of the stuff at any hardware store for about 250 yen, or in a little brown energy-drink bottle, several thousand yen for 180 grams. Do the math: the gangsters pouring the big bottles into the small ones were making out quite nicely, thank you very much. I visited the campus of University of Tokyo back then. The surface of their campus lake was littered with plastic bags -- thrown there, I'm reliably told, by people who had used them as breathing bags, to inhale thinners from.
