  1. Embelliishment versus fraud? There are rules. In Manhattan, the rules of "everybody says it" are set by the ten families (with perhaps the help, mediation, and information of a few bankers, to give an illusion of anti-trust protection) who are in the game. None of them will cheat outside the "rules" they have set for themselves because they will still be in business in thirty years, and anything they cheat on will be at the expense of the other nine. Trump thought he was one of the ten families -- and he wasn't, even though there was one, just one, year when he did Manhattan business at a scale like theirs.
