  1. He's understating the cold: even in southern Ontario if you're fifteen miles away from any large body of water you'll see forty below, or at least you did in the winters of my youth. Leningrad may have been moderated by the nearby ocean, but Moscow is certainly as cold or colder than southern Ontario.
