  1. How is talking about some "China" or "United States" as actors in this game not truly weird? These are certainly places where stuff happens, but that these are countries which act is surely a notion that needs some circumspection. Slightly obliquely to this, there seems to me to be a very odd bias in the way these people -- like perhaps most commentators -- assume that actions normally have the results desired by the actors. When countries are the actors involved, this seems to me a very dubious thing to assume. The 180-degrees polar opposite seems to me much more plausible.
