At $700 million a year, JFK's trivial Alliance for progress did nothing more than supply liquidity for Latin America's flow of dividends to the US. A Latin Marshall Plan would start at ten times the Alliance -- and like the Marshall Plan would be a hugely profitable investment for the US.
