  3.    Making it a state would probably make the people, American citizens all, who live there richer and better educated. That will probably cut their birth rate. In any event, they're going to be voting in Florida and the Carolinas whether Puerto Rico becomes a state or not. If you want to put your thinking cap on, take a look at the Articles under which Texas came into the Union: it has the right to split itself into four states -- and you can bet that it will do so as soon as the Democrats take over the government there. 20332 at the very ver-ree latest!
