  3. The young people all leave, and the old geezers have nothing to do but sit around cashing their federal cheques and whining about the guvverment. If it weren't for the New Deal, those states would all be salt deserts -- so naturally they all vote Ayn Rand. What keeps them afloat, or at least the little bit above water that they are? Federal transfer payments, mostly paid for, net net, out of California and New York, where people actually work for a living.
