In Roman times, decimation was a punishment meted out toone's own troops: a unit convicted of cowardice would be decimated by being lines up and every tenth man called out for execution in front of the eyes of his comrades.

Roman, If you're kicking a trouble-maker out of your unit by sending him to a penal battalion, naturally you'll tell him he's being rewarded fo his energy and initiative by being sent to join the elite. It's entirely possible that this unit -- and perhaps the entire ex-Soviet military -- is a machine designed to soak up the incompetents, the goof-offs, and the teen-age daytime drinkers from the gutters of an alraedy wounded social order.
