Torqtorqtorq's overconfident "explanation" makes no sense whatsoever. The pressure differential caused by letting the liquid out without a "vent" letting air in cannot possibly generate a pressure greater than that of the weight of liquid itself -- exactly what the tanker was designed to handle. What has probably happened here is that a drop in ambient temperature, a change in the weather, has caused the vapour form of a previous, volatile, cargo to re-liquefy. A large volume of gas turning into a very small volume of liquid leaves most of the large volume filled with vacuum -- with the result shown.

@danielfantino1714 No "or" here, Daniel. Your suggestion is possible; Torqtorqtorq, who wisely remains anonymous, is blowing smoke. Very stupid smoke: in his world it would never have been possible to get the liquid out in the first place because atomospheric pressure would have kept the last 14 pounds per square inch-worth of cargo pour out. Duh.
