The five vessels of the Colorado and Tennessee classes would have taken all forty, leaving no spares, but that could have been viewed as an acceptable risk with war either on the horizon or occurring. Plus, some machinery must have been available for relining. So, rearming the TEnnessees could have been done. Whether it was worth doing is another question. A twelve gun 14 inch broadside gives a greater chance of making a hit, an eight inch 16 inch broadside means each hit inflicts more damage.
