This not an exoneration of BuOrd, but the Germans also had terrible problems with their magnetic pistols and depth keeping,1939040, but moved to correct them quite quickly. The pistols were removed later in 1940 and it wasn't until 1943 that a new, more reliable one was issued.- which was too late, the Battle of the Atlantic had been lost. Second, one of the problems was that the material bureaus did not report to the CNO - by law, they reported directly to the Secretary of the Navy. No naval officer could order a Bureau Chief to do anything.
