While the 2.36 inch rocket launcher had a penetration of between 75 and 100mm of armor, it was limited to an effective range of about 100 yards while the 37mm firing M51 AP shot penetrated from 45 to 60mm of armor (depending on angle of impact) at 500 yards and it shot HE (admittedly anemic, a bit more effective than a 40mm grenade today) and cannister. The shortage of heroes being what it is, people appreciated the range difference
