You are right. But employers, instead of training people, want ready-made graduates, as there are so many of them in the job market. So, students are willing to take chances in going to universities, in spite of running the risk of ending up underemployed. In the US, the problem is compounded by the outrageously high-priced tuition fees, yet 40% graduates are not able to land a job "requiring" a degree. Big Academia is like Big Pharma, a mafia organization.
