As a FIlipino. I've never had it happen either. And we generally cook rice only once or twice a day, leave it on the pot/rice cooker at room temp, and then eat it for the rest of the day with other food. Leftover rice is turned into fried rice for breakfast. It's a bacterial disease, so I'm pretty sure it depends on whether your environment has the pathogenic strain of Bacillus cereus in the first place. Outside of rice, B. cereus causes only a minority of food poisoning. Which makes me think it's not that common.

17:11 I question the premise that East and Southeast Asians eat out more often than westerners. This is completely false. CITY PEOPLE eat out more often. That is true no matter where you are. Because most people in cities don't live with families.

22:50 The inventors of paddy fields and the domesticators of rice (as well as water buffaloes, chickens, and ducks) were NOT "ancient Chinese". They were ancestors of Southeast Asians (specifically the Hmong-Mien and the Austronesian peoples, which lived on the banks of the Upper Yangtze, and the Yangtze delta, respectively). This is a pet peeve of mine. During the Neolithic (late Stone Age), the Chinese people were restricted in the NORTH. In the Huang He river banks. With cold conditions (remember this was just after the end of the last ice age) that do not permit rice cultivation. They grew wheat, millet, and soy. Only AFTER contact with the other peoples in southern China did they acquire rice. Just because the original cultivators of rice are within MODERN China's border, does not make them Chinese.
