Composed of around 3,400 ships, they fish regularly inside the exclusive economic zones of at least 93 countries. Take special notice of the charts in the paper by Pauly et al. (2014). Japan's fish landings have declined drastically since the 1980s to around 8 million tons as of last reporting in 2010 in theĀ  Northwest Pacific (they import more seafood than they catch). China's on the other hand, has averaged at 20 million tons annually since the 1980s for that region, and it has not dropped. They take more than TWICE that of Japan's catches. In several territorial waters, China catches more fish than the local fishermen. They don't comply with international regulations. They don't respect the laws of the countries they're fishing in. They don't even share any of their fishing data with anyone else. They're only noticed when local authorities catch them redhanded illegally fishing in their waters. And that happens regularly even in countries halfway across the world. The only countries where they do not fish illegally are countries which can stop them. They avoid North America, Europe, and Russia, but they poach blatantly everywhere else.
