Depends. Larger dinosaurs like Triceratops, Edmontosaurus, or Tyrannosaurus tend to have scaly pebbly skin as adults, similar to modern rhinos and elephants, though they may have been fuzzy when they were younger like modern bird chicks. Smaller theropods like Velociraptor or Oviraptor had feathers or fuzz and looked like modern birds. They were probably quite colorful too. We will never really be sure about the actual appearances of many of them. So many things are not preserved by fossilization, so the best we can do is make an estimate based on comparisons with modern animals as well as phylogenetic bracketing where we assume the appearance of a dinosaur based on what we know of the appearance of their closest ancestors and descendants. For all we know, Tyrannosaurus may have had a mohawk and wattles like turkeys. These things usually aren't preserved in fossils.
