  3. It has nothing to do with "controlling the purse." We have 3 sections of government: The legislative branch The executive branch The judicial branch Each branch of government has its duties assigned in the Constitution. It is unconstitutional for any branch of government to jump in the start doing anything outside of their assigned duties. If the president makes an executive order that is actually the duty of Congress, Congress has to sue him in the Supreme Court and the Supreme Court overrules him.
