American importers have stopped ordering due to uncertainty. They have no idea whether Americans will pay double the price for the imported goods or not. They do not want to risk buying the Chinese goods, and then getting stuck with them. That would bankrupt them.

@philharrison2991 False. The Philippines was a SPANISH colony. The Philippines and all Spanish territory was ceded to the United States from Spain when the United States won the "Spanish-American war." That was a war with Spain that was fought with Spain that started because the United States was supporting Cuban independence from Spain. The Americans did not want, and have no use for colonies. A temporary interim Filipino government was set up by the United States in 1902 until a vote on independence could be achieved. The Filipinos voted for independence and are currently an independent country. Cuba was made an independent country. Puerto Rico preferred to stay an American territory, and the United States does not operate any "colonies" in Puerto Rico.
