@On_The_Piss Not certain, but they probably fine the company who violates the law. That is the usual way.
I am surprised you are not more concerned about the North Koreans. They are way more worse off than the Cubans.
The Cubans live in poverty, but they are not starving to death and they have some advantages.
The Cuban government and economic system is communist, meaning that the government owns all of the real estate. Housing in Cuba is free -- there is no rent or bank mortgage -- you get your house for free and everybody has one.
In addition to free housing, they get free healthcare, and a government food subsidy to help pay for their food.
It is not a perfect life. The buildings downtown are crumbling and falling into disrepair, some Cubans own cars, but they are 1950's cars and they have to be inventive to keep them running. There are also shortages on staple foods, such as cheese and milk. But it is not because individuals cannot pay for it -- it is due to supply chain problems at the government level.
The Cubans are dirt poor, but they are not starving and losing weight.
On the other hand, if you stand a North Korean beside a Cuban, the difference is obvious. The North Korean is all skin and bones and the Cuban is normal weight.
North Korea is abject poverty. No one has a car. They walk miles to bring drinking water to their house. The soldiers do not always get paid and will steal from the public. The mountains in North Korea are barren because the people ate every edible plant and cut down all of the trees and bushes to get firewood for home heating and cooking.
I would worry about North Korea.
