  1. What was the effect of this attack on the British public at the time? Is it possible that the British fleet making certain that the French sleep would not pose a danger was a major morale booster for the British population?

The British army had just been chased out of Europe without their equipment, the British public was afraid of (and preparing for) an imminent Nazi invasion and the French army that was many times the size of the BEF had surrendered to the Nazis. People were very, very scared. If the British Navy had not taken a tough line regarding the French fleet, then the British public may have lost all faith in Churchill and the British government and refused to fight on.
