As far as the CCP is concerned, pushing more normal Chinese people into debt is a very good thing because it gives the CCP even more ways to control those people as well as the people who are not yet in debt, and who can now be more easily terrified into complying with whatever the CCP wants them to do. Of course, the people who are in depth will now do whatever the CCP tells them to do no matter how horrible to save their lives, and the people who are not in debt will do whatever the CCP tells them to do no matter how horrible to avoid going into debt. The CCP, debt is very good! If no one was in debt, then normal Chinese people could help with another and refused to do what the CCP wanted them to do. For the CCP, debt divides the Chinese people and makes them much easier to control.
