  1. I think you missed the real point of the mega projects! When the central CCP mandates a mega project out in the provinces, they are expressing their deep desire to help the peasants. They are virtue signaling. When the local officials steal the money and implement bad infrastructure or non-working mega projects, it is proof that all of the problems of the megaproject are actually the fault of the local officials and not the central CCP. If the people get mad about this, they will congratulate the central CCP for caring about them, and will hate the local officials who kept it from happening. This is a genius divide and conquer strategy. The local officials can’t help themselves from embezzling the money and cutting corners and destroying the worth of the mega project. And the local people who only know what they see locally will hate the local officials, and believe that if the local officials would only behave properly, the central CCP government would make their life perfect. The local peasants thus are distracted from blaming the real culprit, which is the central CCP.
