  1. Considering that Andrew won't answer you, I must say: it's not an issue. As long as you can access any mail you receive in the US, probably no one cares. If you wanted to be considered a non-resident and get FEIE, for example, you would have to pass a IRS physical presence test of 330 days in the EU; since it's the opposite, they shouldn't care because you are still a tax resident. Just search for Statutory Residence Test or similar, to be on the safe side. But if you want to be a tax non-resident... wow, no idea.
